A Message from El Monte Union on Mobile Communications Device Policy

Dear El Monte Community,
The El Monte Union Board of Trustees has adopted Board Policy 5131.8 – Mobile Communication Devices, in alignment with California’s Phone-Free School Act (Assembly Bill 3216).
Beginning January 5, the District implemented the Mobile Communication Devices policy for students. Families are encouraged to review the policy and its accompanying Administrative Regulations 5131.8, which outline expectations, rules, and procedures for student use of mobile communication devices.
Please note that District-issued Chromebooks will continue to be available and used by students for instructional purposes during class time. To support focused learning, the District will limit access to app platforms, such as Instagram, TikTok, Discord, and Facebook, on student devices during the instructional day.
We understand that changes to the use of mobile communication devices during instructional time may take time to adjust to, and we are mindful of the important role these devices play in students’ daily lives.
During the first month of implementation, the District is committed to supporting a smooth and thoughtful transition by reviewing the policy with students, clearly explaining its purpose, and providing best practices for the appropriate storage of personal devices during class.
By establishing clear expectations and offering ongoing guidance, we aim to foster a focused learning environment while supporting students through this transition. Together, we can ensure a successful implementation that supports student learning and continued academic success.
